The number of refugees accommodated in private

houses under guarantee of payment by Government does not

exceed 100 persons but a full tally can not be made as

several returns are outstanding.

All persons accommodated in Happy Valley or Central British School have signed a promise to pay at the rate of $5 a day

for adults and $3 a day for children under the age of 15; those in private premises under guarantee to pay $3 a day and $2 res-

pectively, while men in Shamshuipo have promised to pay at the

rate of $3 a day. These are all estimated standard rates and

it is not intended when the final accounts are made up to

charge more than actual cost per head per day of occupation.

Very few have so far returned to Shanghai.

I am

only aware of 1 man (who was later shipwrecked in the typhoon

and returned) and 2 Russian women who are leaving today by

S.S. "D'ARTAGNAN".

It is too early yet to estimate those who will

be unable to pay anything. Those in Central British School are of

better class and are likely to be able to pay eventually if not

now but of those in Happy Valley about 60 per cent will never be able

to pay anything.

It is reported in the papers that 3,500 women and

300 men have been evacuated from Shanghai. From the figures given in paragraph 2 it will be seen how many have been able to

secure their own accommodation.

The large firms with interests throughout China

such as Messrs. Jardine Matheson & Co. Limited, the British American Tobacco Company, Imperial Chemical Industries Limited, the Banks, Sassoons and so forth have all taken charge of their own employees and accommodated them at their own expense.
